Only if the Chart Panel is displaying Vector Charts and Chart Panel Options → Display Category is set to “User Standard”, is it possible to change settings in “Options→Charts→Vector Charts→User Standard Objects” Otherwise “User Standard Objects” are grayed out, as below:
